About our procurement framework

We know housing providers are under growing pressure to meet net zero targets, address fuel poverty, and improve housing quality within limited budgets. PfH’s Decarbonisation & Retrofit Framework gives landlords a compliant route to deliver measurable carbon reduction, unlock funding, and improve energy performance creating warmer, more affordable homes for residents.

PfH’s Decarbonisation & Retrofit Framework gives local authorities, housing associations and social housing landlords access to a wide range of works and services aimed at reducing carbon emissions and improving energy efficiency. Covering 14 specialist lots including solar PV, insulation, metering, heat pumps, and full retrofit services this framework enables landlords to plan both small upgrades and large-scale projects with confidence. You benefit from vetted suppliers, quality-first procurement and options for funding, consultancy, and project management support.

What's Included?

  • Solar PV: Supply and installation of solar photovoltaic systems and all associated works.
  • Air Source Heat Pumps: Full supply & installation of air source heat pump systems.
  • Ground Source Heat Pumps: Supply & installation of ground-source heat pump systems.
  • Insulation: All insulation works, walls, roofs, floors etc. with materials, installation and associated services.
  • EV Charge Points: Supply, installation, and associated works & services for electric vehicle charging infrastructure.
  • Metering & Billing: Services related to metering, billing and monitoring of energy usage.
  • Triple Glazing: Supply and installation of triple glazed windows and doors and related works.
  • Retrofit Works: Government-recognised energy efficiency and decarbonisation measures for retrofit, including associated works and services.
  • Full-Service Solution (Retrofit Works): End-to-end turnkey retrofit solutions including EPCs, data modelling, funding applications, project management, delivery and reporting.
  • Funding: Advice, applications and services related to securing funding for retrofit works.
  • Asset Management & Surveying: Architectural, engineering, surveying services, building surveys, and associated project consultancy.
  • Retrofit Services: Designers, coordinators, assessors and other specialist roles required to deliver retrofit work.
  • Energy Bureau Services: Services to manage and optimise energy usage, procurement, monitoring, and related consultancy.
  • ECO Funding and Delivery: ECO scheme supported delivery, linked to energy company obligations, including works and services tied to that funding.

How to use this framework

PfH works with you throughout the entire process – from initial requirement definition, through procurement, to ongoing contract delivery and management. We recommend contacting PfH early to discuss your project requirements and determine the most appropriate procurement route. You can award contracts through two routes: Direct Award or Mini-Competition. Contracts may be awarded for any duration necessary to deliver your requirements.

We work alongside you through evaluation, award, and ongoing contract management, holding suppliers to account, monitoring performance, and making sure your contract delivers what it promised. The aim is straightforward: better outcomes for residents and communities, with expert guidance at every stage.
