This framework gives Scottish housing associations, local authorities, and registered social landlords a single compliant route to paints, decorating supplies, flooring, furniture, and recycled paint products. Whether you’re turning around void properties, refreshing communal spaces, or furnishing supported housing, it brings everything you need under one procurement route, with suppliers already assessed on quality, sustainability, and value.
Interior works often get treated as an afterthought in asset planning, yet the quality and durability of paints, flooring, and furnishings has a direct effect on maintenance costs, resident satisfaction, and how long a home stays in good condition between programmes. Getting these products right matters, and procuring them efficiently, from suppliers who understand social housing environments, matters just as much.Â
This framework brings together what were previously two separate offerings, decorating solutions and furniture and flooring, into a single consolidated framework designed to help members “make a house a home.” The six-lot structure reflects the breadth of what Scottish landlords actually buy, from retail paint vouchers to trade-grade coatings to recycled paint to residential furniture to floor coverings to rental furniture for temporary and emergency placements. The recycled paint lot offers access to paint produced from waste material, supporting members’ obligations under the Sustainable Procurement Duty in the Procurement Reform (Scotland) Act 2014 and broader environmental commitments. Â

Retail Decorative Solutions: Redeemable vouchers in various formats, including paper, card, EPOS, and e-voucher, giving tenants or staff the ability to purchase decorative products directly from supplier outlets. This lot also covers damp and mould treatment products, making it useful for landlords managing remediation works across their stock.Â
Trade Decorative Solutions:Â Trade-grade paint and associated products for landlords and their contractors, including internal paints, masonry and exterior coatings, specialist paints, wallpapers, and decorating sundries. Suited to cyclical programmes, responsive maintenance, and void preparation where consistent quality and availability matter.Â
Recycled Paint: Environmentally responsible paint produced from recycled waste material, available in a practical colour palette. An effective way for Scottish landlords to reduce procurement-related environmental impact and contribute to circular economy objectives aligned with Scotland’s zero-waste ambitions.Â
Furniture : Supply, delivery, and installation of residential furniture and soft furnishings for general needs housing, supported accommodation, temporary housing, and emergency placements. Includes access to The Furnishing Service Limited, based in East Kilbride, which has direct experience furnishing Scottish social housing.Â
Flooring: A comprehensive range of soft and hard surface flooring for residential and supported housing environments, covering carpets, vinyl, safety flooring, and associated accessories. Supports both planned programmes and responsive works, including void upgrades.Â
Furniture Rental: Short and long-term furniture hire with delivery, installation, and collection included. Covers maintenance, repair, and replacement throughout the lease term. Particularly useful for temporary accommodation and emergency placements where purchasing outright is not appropriate.Â
