When residents have to leave their homes, even temporarily, it creates obligations that extend well beyond finding somewhere for them to stay. Scottish social landlords have duties under the Housing (Scotland) Act 2001 to manage tenancies responsibly and under the Homelessness etc. (Scotland) Act 2003 to prevent situations that could lead to homelessness. The Housing (Scotland) Act 2023 strengthened prevention duties further, requiring housing bodies to ask and act when anyone is at risk of losing their home within six months. Moving a tenant into unsuitable temporary accommodation, or leaving them without somewhere to go while major works are underway, creates legal exposure as well as a real welfare risk.
The pressure on housing teams when a decant is needed is acute whether it’s planned or reactive. A planned decant for a major works programme gives more lead time, but the logistics of moving residents into suitable temporary accommodation, managing their welfare throughout, and coordinating their return still demands significant resource. An emergency decant following fire damage, a structural failure, or a serious repair means all of that has to happen immediately, often outside business hours, with a tenant in distress.Â
Many organisations manage this reactively, contacting temporary accommodation providers without any framework terms in place, no vetted quality standards, no pricing certainty, and no audit trail that satisfies procurement compliance requirements. That approach is difficult to defend under the Procurement Reform (Scotland) Act 2014 and creates real reputational and legal risk if the accommodation turns out to be unsuitable.Â
The framework was designed to solve both scenarios. A single lot covers the full scope, from planned decants during investment programmes through to same-day emergency placements, and the 24/7 availability means it works as well at midnight on a Sunday as on a Tuesday afternoon. Services must be delivered in line with member policies and procedures, including GDPR compliance, occupancy policies, and any locational requirements such as proximity to schools, hospitals, or other specified points.

Accommodation and Decant Managed Services: A full range of accommodation and decant services available 24 hours a day, 365 days a year. The scope covers accommodation vetting, search and booking services, and hire or purchase of associated provisions. The lot also covers managed booking services including extending bookings, requesting cancellations, and sourcing alternative accommodation where a property proves unsuitable for the displaced person’s needs.Â
Accommodation types available include self-service apartments, private rental properties, guest accommodation including bed and breakfast, hotel accommodation, self-catering lets including holiday villages, parks, and campus accommodation, and all other approved accommodation types.Â
Services are delivered in line with member policies and procedures, which may include GDPR requirements, minimum and maximum occupancy policies, gender-based sharing arrangements, locational requirements, and distance constraints relative to specified points such as schools, hospitals, and GP surgeries.
